Default shipping methods are defined for individual countries on the Default Shipping Configuration window, which is accessed by clicking Default Shipping Configuration on the Add-on Charges window (from Orders, select Set up module, and click Add-on Charges).
A different default shipping method can be assigned to each individual country defined on the Set up country names window. This is a useful feature for organizations frequently shipping to international customers. The ability to assign a default shipping method to individual countries streamlines and automates the order-entry process.
You always have the ability to override an order's Shipping Method during order entry. See About assigning default shipping methods during order entry for more.
